I have on order an Outback 28F RL-S which has an enclosed underbelly. How easy is it going to be to find the wiring to the tail, turn signal and brake light to wire in a new plug? Does the wiring usually run along the frame under the floor, through the walls or through the floor?

Why do you need to wire in a new plug?

Sounds like you are going to have two trailers? I assume you've already determined if its legal in your state or not. I figure you also know the bumper isn't designed for any weight, so you must have attached directly to the frame... assuming I'm assuming correctly that is

You should be able to follow the wires from the tail lights to the underbelly of the trailer. I haven't looked on my Outback but most have at least one location at the rear that they are exposed so you can tap in to them if needed.
